Description

Responsibilities:
The job included 2 roles starting from Contractual management to Cost Control for the Site activities. The Contractual-Administrative Officer, under the direction of the Logistic HUB Project Manager, has overall responsibility for all Contracts and cost management at Site; including 2 main objectives: Manage site cost and gather information and submit claims when deviation is measured to Contract Manager, but not limited to:
A)      Manage all require document relating to the activity in the Site starting from Local contractors, Permitting and up to the quality file as contracted. Specific focus concerning the legal document to be available for authorities and management.
B)      Monitor on daily basis activities the activities delivered vs activities forecast and measure the discrepancies.
C)      Liaise with Project Planning Manager to ensure Contract Programme and appropriate schedules for subcontracts are produced and maintained, and gather information to support Project Claim Strategy
D)      Support project risk and opportunity identification and analysis.  Support the management of risks and opportunities by development and implementation of appropriate Project Commercial Execution Plan.
E)      Be the first contact representative of Site and manage general meetings with Dutch Site Manager and team members.
F)       On daily basis monitor the cost spread sheet including all cost spent during the day (manpower & facilities) and compare with the budget.
G)     Monitor and keep under control payment of the contractors according to the progress of the works and with the agreement of the team members. Claims and extra order should be also managed. 
H)     Encourage the involvement and participation of member in their area of responsibility, in making suggestions for improvement and to avoid admin issues.
I )      Comply with EHS policy.

Deliverables:
•    Prepare the adequate Mails, e-mails, technical report, evidence report, with the support of the rest of the team to materialize the deviation on contractors’ scope.
•    Based on the daily cost control build with the Logistic HUB manager and the project controller, the CTC to complete the Site activities.
•    Educate and train in work procedures / instructions to Site team Secure the agreed margin with the local entity
•    Prepare for both (Cost Control and Contractual) function weekly project report and monthly project report to be share with Project management
•    Financial reports if requested

Required Skills & Experience Levels:
Bachelor's degree from an accredited university or college (or a high school diploma / GED with a couple of years’ experience in Project Management and finance related matters. Minimum a couple of years additional experience in Customer Project Management/Finance Controlling.
