Description
Title:              Document Controller / Project Scheduler / Planner
Contract:        EPC 50mw HFO Power Plant, Conakry - Guinea

Below are the lists of responsibilities and required Qualifications for an exceptional Document Controller/Planner who will have a major role in the advancement of the project. 

The other must have experience requirements are: 
- A minimum of 10 years experience in similar roles re EPC Project / Construction Management on the Client side
Must be sufficiently competent to read and write in French and English
Familiar with new construction energy/power plants and power distribution 
Solid EHS / HSE qualifications / training &  experience 
Familiar with client side roles 
High level management quality control
HFO (Heavy Fuel Oil) Energy experience would be preferable 

Responsibilities:
  • Coordinate and provide information on a daily basis both verbally and in written reports as to status of build and facilities to the Construction Manager and at other times as required.
  • Work and communicate directly with the site engineers, to monitor and control the EPC activities on all sites in regard to ensuring compliance to standards. 
  • Attend and be a constructive part of weekly internal project meetings
  • Manage the development, implementation and maintenance of detailed deployment plans to track and monitor the EPC performance across all sites.
  • Produce detailed trackers to be used to collect and report progress.
  • Work closely with the EPC project team to discuss progress and update the project plan together with reporting back on any knock-on effects.
  • Monitor and control programme compliance in respect of contractual obligations.
  • Develop and maintain the project programme / project milestone and schedule interface activities in accordance to the contract
  • Communicate programme performance, time and outcomes in a timely wayand submit, in a timely manner, weekly and monthly reports on build progress and be able to identify and maintain programme / project milestone and schedule interface activities
  • Assist the Commercial team with the financial progress and performance reporting and management of works programme
  • Develop short term programmes as per the requirements of the team to assist in managing micro elements of the project.
  • Assess the effects of changes to the contract programme and advice the management if any delay notices/Early warnings are to be raised for extension of time on the project.
  • Assess the Contractor(s) programmes for compliance with the Contract programme and practicability of tasks, durations, critical paths, etc.
  • Identifying and maintaining dependencies within programme/project schedules.
  • Ensure detailed documented records are created and maintained to ensure future clarity of the process and outcomes.
  • Record and document monthly performance appraisals, monthly progress appraisals -Financial analyses of progress and performance, monthly resource on site, monthly material plant & equipment on site
  • Record and document monthly audits for H&S, reviews, site conditions, non-compliance issues etc
  • Record and document monthly audits & Checks carried out as specified in Inspection and Test Schedule and Details Sheets contained in Project Quality Plan
  • Record Sheets, Inspection Sheets and Handover of Works to be completed to indicate:
    • --Satisfactory progress/completion
    • --Unsatisfactory progress/completion and action taken to rectify.  Action may include issue of ---Non Conformance Materials usage (where requirement identified).
    • --Where required, confirm client approval by completion of Request for Inspection.
    • --Review progress and conformance during monthly progress review
    • --Review programme progress and contract milestone and make recommendations for any revision requirements
 
Qualifications:
Q
ualified to degree level or equivalent experience, with 10 plus years of experience of construction activities related to large industrial applications, with a preference for power plant experience. 
  • Use to working in Africa at construction sites and having the resourcefulness to adapt to ever changing job requirements and conditions.
  • Previous experience of reviewing and controlling EPC contractors / sub contractors
  • Previous experience of document management for QMS, QAQC, H&S, (CDM) H&S, RFI’s, TQ’s, SI’s, CI’s, EO variation approvals etc
  • Excellent interpersonal, communication and motivational skills.  Must be able to communicate well with all levels of personnel.  Must be able to solve problems effectively.
  • Familiar with contractor health and safety standards and the ability to enforce company H&S standards and H&S plan
  • Good verbal and written communication skills, Fluent in French and English with ability to utilize, proficiently, Microsoft Office products, including Microsoft Projects or Primavera 6
  • Ability to exercise discretion and independent judgment in applying established techniques, procedures or standards.
  • Ability to work independently and as a team member at a construction site.
  • Ability to work on concurrent assignments and to oversee and respond to progress or issues of various concurrent construction activities and in regard contractors to coordinate requests for information, oversee construction progressive work approvals from a quality and milestone approvals / completions standpoint
  • Ability to record and document monthly performance appraisals, monthly progress appraisals Financial analyses of progress and performance, monthly resource on site, monthly material plant & equipment on site
  • Ability to record and document monthly audits for H&S, reviews, site conditions, non compliance issues etc
  • Ability to record and document monthly audits & Checks carried out as specified in Inspection and Test Schedule and Details Sheets contained in Project Quality Plan
  • Demonstrate knowledge of managing all documentation and Record Sheets, Inspection Sheets and Handover of Works, completed to indicate:
    • --Satisfactory progress/completion
    • --Unsatisfactory progress/completion and action taken to rectify.  Action may include issue of Non Conformance Materials usage (where requirement identified).
    • --Where required, confirm client approval by completion of Request for Inspection
    • --Review progress and conformance during monthly progress review
    • --Review programme progress and contract milestone and make recommendations for any revision requirements to ensure programme compliance.
